وہ افراد جو بڑی جائیدادوں یا کاروبار کے مالک ہیں۔

PSER سروے کی غلط یا نامکمل معلومات والے لوگ۔

وہ افراد جنہوں نے اپنے سم کارڈ اپنے CNIC کے تحت رجسٹر نہیں کرائے ہیں۔
